Program Compliance Specialist
Job Summary:
The Program Compliance Specialist (PCS) is responsible for ensuring that all grant funded programs and activities comply with federal, state, and/or local funder regulations. This position conducts monitoring reviews, evaluates service delivery practices and analyzes program data. The PCS recommends improvements to enhance quality, reduce risk, and support program integrity of Chicago Cook Workforce Partnership programs.
Responsibilities:
- Conduct comprehensive (virtual and in-person) monitoring of Workforce Innovation and Opportunity Act (WIOA) Title 1 Adult, Dislocated Worker and Youth programs as well as non-WIOA programs to evaluate program operations, documentation, and service delivery.
- Prepare clear, accurate monitoring reports outlining findings, strengths, areas for improvement, and required corrective actions.
- Offer guidance and support to help sub-contractors meet compliance requirements and improve program performance.
- Maintain up-to-date knowledge of WIOA regulations, policies, and data validation guidance via webinars, conferences, or in-house training.
- Actively contribute in a team environment, serving as the subject matter expert on compliance and performance aspects of subcontractor programs.
- Maintain thorough records of monitoring activities, correspondence, and corrective actions for audit and accountability purposes.
- Review program data to assess performance metrics, identify trends, and detect compliance or quality issues.
- Participate in the development and updating of policies, procedures and monitoring tools.
- Assist in the preparation of state and federal audits.
- Perform all related duties and responsibilities as assigned

Education and Experience:
- Bachelor’s degree in public administration, Social Work, Business, Education, or a related field
- Minimum 2–4 years of experience with Workforce Innovation and Opportunity Act (WIOA), grants management, compliance monitoring or similar federally funded workforce programs
Physical Requirements:
- Frequently required to stand, walk and sit
- Frequently required to utilize hand and finger dexterity using a keyboard
- Frequently required to talk or hear
- Occasionally required to lift/push/carry items up to 25 pounds

The listed annual base salary range reflects the anticipated pay range for this position. Actual compensation may vary based on factors including, but not limited to, education, training, experience, skills, and other job-related factors. If hired, base pay will be determined on an individualized basis and is only one part of the total compensation package, which may also include a discretionary performance bonus and other Partnership-sponsored benefit programs, where applicable.
